The job opportunityAs a
Tribal Affairs Liaison, you will develop and maintain positive working relationships with Federally Recognized Tribes and Tribal organizations in Washington in behalf of the agency and provide support and strategic direction for the agency's interactions with Tribes and Tribal organizations to the director, executive leadership team and Office of Financial Management divisions.
What you will work on: - Provide strategic guidance to the director and agency executive leadership team on the consideration and inclusion of Tribal issues in development of budget proposals, legislation, agency plans, programs and policies.
- Lead efforts to expand overall engagement and partnership with Tribes, including traveling and in-person outreach to Tribal communities.
- Serve as key point of contact for Tribal leadership and assist Tribes in navigating the agency.
- Lead development and implementation of agency Centennial Accord plan and Tribal consultation policies, including informal and formal consultation, staff training and establishment of internal policies, processes and protocols.
- Analyze, monitor and advise agency leadership and the Governor’s Executive Policy Office on legislation and fiscal issues of interest to Washington Tribes and Tribal organizations, in coordination with OFM’s Legislative Affairs Liaison.
- Serve as resource to OFM divisions on processes to ensure that Tribes are consulted with and included in statewide programs and initiatives.
- Develop and maintain internal resources for staff such as protocols and training, and externally facing resources for Tribes.
What we need you to bring:Required Qualifications - Four years of experience working collaboratively with sovereign, Tribal nations or within Tribal government governments. Experience may have been gained by working in Tribal communities or in a program with extensive engagement with a Tribal government.
- Demonstrated knowledge of or lived experience of Tribal protocols, cultures, histories, sovereignty, and government relations, particularly for Washington Federally Recognized Tribes, but also for American Indian/Alaska native people.
- Proven expertise in advising and consulting executive management on Tribal related policies and initiatives.
- Demonstrated ability to solve problems through creative and innovative, leadership through community engagement and the desire to authentically collaborate with diverse stakeholder groups.
- Demonstrated ability to collaborate and communicate effectively across cultural lines, verbally, and in writing, including interpretation of Washington legislation, policy, and projects to staff, management, parties, to groups and the legislature.
- Strong analytical and decision-making skills, judgment, and political acumen.
- Excellent interpersonal skills in the demonstrated ability to build trusting relationships and strong partnerships with colleagues, senior management, and community partners.
- Knowledge of state legislative processes.
- Ability to work in high-pressure environment and manage multiple projects.
Desired Qualifications - Bachelor's or associate degree in political science, public administration, economics, American Indian studies, or a related field.
- Lived experience working with Tribal nations.
- Legislative or government relations experience in state, federal or Tribal government.
- Experience in policy development and/or serving as a strategic advisor or liaison.
- Knowledge of the mission and goals of the agency, general policies of state government.
- Knowledge of Washington state, budgets, state government, budget processes, and/or fiscal analysis.
- Experience developing and delivering training to both large and small groups.
