Public Information Specialist

GENERAL DESCRIPTION:

This is a professional position that serves as a liaison between the public and the District and
involves planning and coordinating a variety of public communication projects and publications
and has a degree of independent judgment and initiative in communicating District messaging
and programs. The position is responsible for helping to manage the District’s website and social
media accounts and providing information to the public and to the media. This position may
require attendance at after business hours and weekend meetings. Work is performed under the
supervision of the Public Information & Records Manager and work is reviewed through
conference, reports and achievement of results obtained.

ESSENTIAL JOB FUNCTIONS:


Creates content for and manages various social media accounts to promote District

communications. 
Designs, writes and produces content for brochures, flyers, reports, newsletters, videos and

other publications to engage and educate the public regarding water management issues
and to support the mission and advancement of District goals. Regularly reviews content
to ensure material is accurate. 

Monitors District's general email and responds to public requests for information or
services. Works with other departments staff to ensure a timely response to public requests.
Tracks hot issues and trends concerning the public and recommends ways to provide better
response and engagement with the public. 

Has an active role in Emergency Operations Center (EOC) communication and is key
contact with communities regarding flood control authorizations, management of District
phone bank and EOC messaging. Due to District’s emergency management response role,
position is required to provide support prior to, during and after major storm events and
emergency situations. 

Attends community association groups, civic organizations and other meetings as directed
by management. Delivers or coordinates with other department staff to give speeches and
presentations as requested. 

Assists with coordination of media requests, special events and meetings, program
announcements and other services provided by the District. 

Maintains computer database of community contacts and stakeholders. Updates District
website messaging and ensures compliance with Americans With Disabilities Act (ADA)
and other regulations. Maintains database and mapping of community discharge control
structures. 

Assists with District phone system messaging, lobby kiosk messaging and other
department staff presentations, public meetings and outreach needs. 

Performs related work as required.

MINIMUM QUALIFICATIONS:

Education/Experience:
Typically has Bachelor's degree in communication, education, public relations, business
administration or a related field. At least two years of experience in related work of increasing
responsibility.

Licenses: Valid Florida driver’s license.

Knowledge, Skills and Abilities: 
Excellent oral and written communication skills with ability to translate technical or

complex subjects for general audiences. 
Strong interpersonal skills and ability to establish and maintain credible and effective

working relationships with co-workers, management, public officials, other governmental
entities, community leaders, news media and the public. 

Knowledge and skills in creative desktop publishing, production and editing; knowledge
and skills in of photography and photo editing 

Working knowledge of current social media tools, including Facebook, Twitter, YouTube,
Constant Contact, electronic publications, basic HTML and web-related programs. 

Comfortable with public speaking and presentations. 
Ability to work flexible hours including evenings and weekends. 
Ability to work independently and within a team environment. 
Demonstrated ability to effectively utilize personal computer and office software such as

Microsoft Word, Excel and Outlook. 
Organized with attention to detail.

ESSENTIAL PHYSICAL SKILLS: 

Acceptable eyesight (with or without correction) 
Acceptable hearing (with or without hearing aid). 
Ability to communicate both orally and in writing. 
Ability to access, input, and retrieve information from a computer. 
Walking, standing, sitting and bending

ENVIRONMENTAL CONDITIONS: 

Works inside in an office environment 
Occasional field work with exposure to various weather conditions

SALARY RANGE: $22.50 - $29.50/Hour ($46,800 - $61,360/Year)
